"In recent weeks, Pres. Pinera has said that while the military has been assigned all blame for the dictatorship, there are still civilians who benefited from the regime but who have never taken responsibility. In the end, he said, the country needs both justice and forgiveness. 

I think some of the people who benefited from he regime should be held responsible like the people who sold weapons and ammo to the military should be held responsible. But people who did not sell weapons or military things should not be held responsible because they where not a part of the crimes.  

The call for justice and forgiveness relate to each other because the people need to be held responsible but the they did not know what was happening with their products.  

I think the citizens of Chile are in the center circle of the universe of obligation of the country. The government, freedom, fair trade, and politicians most of these are in the middle because that's what did not happen during Pinochet's rule. People and things who are out of the universe is dictatorships, violence, corruption, and foreign power because that's what happened during Pinochet's rule.
